HEADQUARTERS MILITARY DISTRICT OF FLORIDA, SIR: The major-general commanding directs me to inform you that you are authorized to proceed at once to raise a company of "negroes" to be mustered into the service of the Confederate States for the war, subject to the provisions of the law and the orders of the Government.
